1. Where can I procure whitelisted drugs from?

  • Healthier SG GPs can procure the whitelisted drugs from either (i) ALPS, (ii) specific pharmaceutical companies under Special Pricing Agreements or (iii) private arrangements.

  • You may refer to the procurement sources here. Please note that you will need to be a practising GP at a Healthier SG clinic to be able to access the whitelist. If you have trouble accessing the whitelist, please drop us an email with your name, MCR number and the Healthier SG clinic that you are practising at.

  • You may access the Healthier SG whitelist here.

3. Can I prescribe whitelisted drugs purchased from ALPS to non-Healthier SG enrollees?

  • No, all whitelisted drugs purchased from ALPS can only be sold to your clinic’s Healthier SG enrollees, and at the stipulated price caps indicated under the whitelist.

  • Whitelisted drugs purchased from other sources (i.e. via private arrangements and specific pharmaceutical companies under Special Pricing Agreements) can be sold to any patients (including non-Healthier SG enrollees). However, please note that when whitelisted drugs purchased from specific pharmaceutical companies under Special Pricing Agreements are prescribed to your clinic’s enrollees, price caps must be adhered to.

4. Is it compulsory to prescribe only medications from the whitelisted drug list to my Healthier SG enrollee?

  • No, Healthier SG GPs have the flexibility to assess and discuss with Healthier SG enrollees on the suitable type of medication to be prescribed based on their care needs.

  • However, as the whitelisted drugs are common chronic medications used for management of CDMP conditions, we strongly encourage Healthier SG GPs to consider your enrollees who will benefit from the drugs, especially those with high medication needs.

5. Do I have to stock up all whitelisted drugs to prescribe them to my Healthier SG enrollees?

  • No, Healthier SG GPs can also choose to use ALPS’ Direct Patient Delivery (DPD) service to prescribe the suitable ALPS’ whitelisted drug(s) directly to Healthier SG enrollees without having to stock up or manage a separate inventory for these drugs. However, please note that ALPS does not carry all the drugs on the whitelist.

  • Where the enrollee is assessed to require a whitelisted drug and will benefit from the Healthier SG Chronic Tier, there must be at least one brand of the whitelisted drug which the Healthier SG GP offers under the Healthier SG Chronic Tier.

6. Is there a quantity limit when prescribing whitelisted drugs to my patient for each visit?

  • ​​No, Healthier SG GPs can prescribe the whitelisted drugs to their patients accordingly based on clinical needs as per current practice.

7. What should I do if I noticed that my Healthier SG enrollee has been abusing the purchase of whitelisted drugs from my clinic (e.g. enrollee resells drugs)?

  • ​You can report this matter to Health Sciences Authority (HSA) if a suspected resale of prescribed drugs had been detected.

8​. My Healthier SG enrollee requires both ALPS’ whitelisted drugs and non-whitelisted drugs and will want to use ALPS’ Direct Patient Delivery (DPD) service. How should I prescribe the drugs to my Healthier SG enrollee?

  • ​Healthier SG GPs can use an Healthier SG-compatible CMS​ to (i) submit the prescription order for ALPS’ whitelisted drugs for the Direct Patient Delivery (DPD) service and (ii) prescribe the remaining non-whitelisted drugs from their own inventory for dispending over the counter.


1. Who is eligible for the Healthier SG Chronic Tier?

  • All Healthier SG enrollees who are CHAS (Blue, Orange, Green)/Pioneer Generation/Merdeka Generation cardholders are eligible to access the Healthier SG ​Chronic Tier at their enrolled Healthier SG clinic.

2. Can Healthier SG enrollees use his/her MediSave to pay the remaining out-of-pocket co-payment after government subsidies?

  • Yes, Healthier SG enrollees who visited their enrolled Healthier SG clinic for treatment of CDMP conditions will be able to use their MediSave to fully pay for their bill after the subsidies, subject to prevailing balance and withdrawal limits of their MediSave 500/700.

  • However, please note that the delivery cost (should clinic be transferring the cost to patient) for Direct Patient Delivery (DPD) will not be claimable under CHAS or MediSave.

3. Does the use of Healthier SG Chronic Tier subsidies impact my Healthier SG enrollee’s existing MediSave 500/700 limit?

  • No, the Healthier SG enrollee’s MediSave limit will not be affected as the subsidy for the Healthier SG Chronic Tier/ existing CHAS Chronic Tier does not come from the enrollee’s MediSave.

  • The Healthier SG enrollee can use his/her MediSave to pay the co-payment amount after subsidies, subject to prevailing balance and withdrawal limits of their MediSave 500/700.

4. If a patient who is enrolled in another Healthier SG clinic comes to my clinic for his/her chronic disease management or additional care, will I be able to make claim for the Healthier SG Chronic Tier?

  • Healthier SG enrollees can only access Healthier SG Chronic Tier at their enrolled Healthier SG clinic. However, the clinic that the patient is not enrolled to will still be able to make claims under the existing CHAS Chronic Tier if the patient is a CHAS/Pioneer Generation/Merdeka Generation cardholder.

5. Can Healthier SG enrollee choose to use the existing CHAS Chronic Tier and Healthier SG Chronic Tier interchangeably at each visit?

  • Yes, Healthier SG enrollees can choose to use either subsidy framework at each visit. There is no change from existing claiming guidelines, only 1 claim can be made at each visit.

  • Do note that the annual dollar subsidy balance remaining for the tier that is not used will be pro-rated to account for the different annual limits and drawn down accordingly. Healthier SG GPs can check their enrollees’ remaining balance via MHCP​ or Healthier SG-compatible CMSes​.

6. Can my Healthier SG enrollee continue to visit the polyclinic to follow up on their chronic medications while enjoying Healthier SG benefits like fully subsidised vaccinations in my clinic?

  • Healthier SG GPs are encouraged to provide dedicated care to their enrollees to promote good health and prevent or manage chronic conditions.

  • MOH has designed the Healthier SG policy to ensure that Healthier SG enrollees have a dedicated primary care clinic to follow up on their health care needs. The Healthier SG Chronic Tier is hence introduced to provide enhanced means-tested percentage-based subsidies for your enrollees which are uncapped, to support your patients to anchor their care with you.

7. If a Healthier SG enrollee has used up his/her annual dollar subsidy limits from the existing CHAS Chronic Tier, is he/she still be able to purchase whitelisted drugs under the Healthier SG Chronic Tier for the rest of the year?

  • If a Healthier SG enrollee has used up his/her annual dollar subsidy limits from the existing CHAS Chronic Tier, Healthier SG GPs can consider advising the patient to switch over to Healthier SG Chronic Tier, to reduce the cost of whitelisted drugs.

  • The Healthier SG enrollee will be able to use the means tested percentage-based subsidies under the Healthier SG Chronic Tier to purchase whitelisted drugs, which has no dollar cap. The remaining co-payment amount can be made via the Healthier SG enrollee’s MediSave, subject to prevailing balance and withdrawal limits of their MediSave 500/700 or using cash.

  • Do note that in this scenario however, there will no longer be any remaining dollar-based subsidies under the Healthier SG Chronic Tier. When the existing CHAS Chronic Tier was used at each visit, the claimed amount under existing CHAS Chronic Tier would also have been pro-rated to account for the different annual limits and drawn down from the Healthier SG Chronic Tier accordingly.

8. With the introduction of the Healthier SG Chronic Tier, will there be a change in the annual limit of the existing CHAS Chronic Tier?

  • No, there will be no change to the annual limit for the existing CHAS Chronic Tier. However, do note that the annual dollar subsidy balance for the existing CHAS Chronic Tier will be pro-rated to account for the different annual limits and drawn down accordingly whenever there is a switch in subsidy framework.

9. How does the Healthier SG Chronic Tier subsidy framework work when I prescribe both whitelisted and non-whitelisted drugs to my Healthier SG enrollee in a visit/ in a single bill?

  • Under the Healthier SG Chronic Tier, Healthier SG enrollee can make claims for the whitelisted medications under the percentage subsidy component of the Healthier SG Chronic Tier, and other medications can be claimed under the dollar-based components.​

1. What is the delivery fee for ALPS bulk delivery service and Direct Patient Delivery (DPD)?

  • For bulk delivery to the clinics, there will be no delivery cost for orders that total $100 and above (before GST). For orders that total below $100 (before GST), there will be a delivery surcharge of $20 (before GST).

  • For Direct Patient Delivery (DPD), a delivery fee of $4 (before GST) per order/prescription will be billed to the clinic and clinic has the flexibility to decide whether to charge the fee (up to the delivery fee, including GST charged by ALPS) to their Healthier SG enrollees. Do note that Healthier SG enrollees cannot claim the amount of delivery fee under CHAS subsidies or MediSave.

2. Does ALPS offer a 30-day credit payment term?

3. Does ALPS accept return request after delivery is accepted?

  • Clinics can contact ALPS directly to request for a return if items are found damaged or defective after accepted package is opened within 7 days of accepting the delivery.

  • Clinics are encouraged to always check on the items received against the order invoice (e.g. type of drugs and quantity ordered tally, expiry date not shorter than what is reflected in ALPS’ Order Management System (OMS) during ordering, no defect/damages to the packages). For items that have issues, clinics should return them to delivery personnel on the spot and ALPS will contact clinic for re-delivery.

  • Please note that ALPS does not accept returns of drugs delivered directly to the patient after they have been accepted by the patient or his household member.​

1. Is there any Direct Patient Delivery (DPD) option for whitelisted drugs that are not supplied by ALPS?

  • No, Healthier SG GPs may wish to make any intended logistics arrangement directly with your procurement source.

2. If the delivery to Healthier SG clinic was made after clinic’s opening hours, will the clinic be penalised due to failure to receive the delivery?

  • All Healthier SG clinics are encouraged to indicate the preferred delivery timing in the free-text delivery remarks box in ALPS’ Order Management System (OMS) when placing the order so that ALPS can strive to deliver order(s) within clinic’s preferred period.

3. Will I be able to indicate the preferred delivery date/time when I order drugs for my clinic through ALPS’ Order Management System (OMS)?

  • Yes, Healthier SG GPs can select the delivery date (from ~3 working days after till about 10 working days in advance) and can indicate in the free-text delivery remarks box (if necessary) for the preferred delivery timing (e.g. morning or afternoon). ALPS will strive to deliver within the preferred period.

4. Is there an exchange policy if I noticed that my drugs order(s) purchased from ALPS have expiry date nearing to the date when I receive my order(s)?

  • No ALPS does not exchange for drugs near expiry. Expiry date of each ALPS’ drug will be displayed in the product catalogue in ALPS’ Order Management System (OMS)​, hence Healthier SG clinics are encouraged to order drug(s) with expiry date that meets clinic’s usage rate. Healthier SG clinics can reach out to ALPS if the expiry date of the received drug order(s) differs from what have been ordered.​

1. How is ALPS labelling the drug orders sent to Healthier SG enrollees under Direct Patient Delivery (DPD)?

  • Each drug order will be packed individually based on standard clinics’ and pharmacies’ dispensing method with individual drug labels affixed with drug details and instructions provided by the Healthier SG GP in English language.

2. Will ALPS issue any invoice to Healthier SG enrollees for DPD?

  • No, ALPS will only bill Healthier SG clinics directly and a weekly invoice will be emailed to the clinic.

3. What will be displayed in the invoice issued by ALPS?

  • The invoice will contain the orders made by the clinic which includes the drugs, their selling prices and the applicable delivery fee.

4. If the Healthier SG enrollee is unable to accept the delivery from ALPS’ courier personnel, will he/she be charged a second delivery fee?

  • In the event enrollee is unable to accept the order, ALPS will contact enrollee to schedule for a re-delivery with no additional charge.

  • If the redelivery is again unsuccessful (e.g. no recipient to receive delivery), ALPS will contact enrollee’s clinic and deliver the order to clinic instead to avoid unsuccessful deliveries that result in delays to enrollee’s care. From this 2nd re-delivery attempt, a $8 (before GST) re-delivery fee per order will apply. As a start, out of good-will, ALPS will waive this re-delivery charge.

5. For DPD, will the medication order still be delivered by ALPS if the Healthier SG enrollee is unable to present the SMS OTP?

  • Yes, the prescription order will still be delivered, and recipient will be asked to provide information like Name of patient, address or contact number for validation.

6. Can someone collect the drugs order on behalf of my Healthier SG enrollee when ALPS delivers it?

  • The Healthier SG enrollee can share the SMS OTP or QR code sent by ALPS to the authorised household member to receive the drugs order on behalf of him/her. When the SMS OTP or QR code is not available, the household member will be asked to provide information like Name of patient, address or contact number for validation.

7. Will the medication order be left at doorstep/mailbox if no one is available to receive it?

  • No, ALPS’ courier personnel will only handover the order directly to the Healthier SG enrollee or household member (after necessary validation) to ensure that the medication is delivered to the correct person and address, and order like cold chain drugs will be temperature control.

8. How are cold chain drugs procured through ALPS be delivered to patients directly?

  • Courier partners engaged for medication delivery will be using temperature-controlled boxes to keep the items at designated temperature during the delivery.

9. Can Healthier SG enrollees claim CHAS or MediSave for the delivery fee(s) incurred from DPD service?

  • No, all delivery and re-delivery fees for DPD are not CHAS and MediSave claimable.​​

​1. Do I need to map the list of whitelisted drugs that my clinic offers in my Healthier SG-compatible CMS?

  • For all ALPS’ whitelisted drugs, Singapore Drug Dictionary (SDD) mapping is not required in the Healthier SG-compatible CMS as Synapxe has mapped them backend and CMS vendors have ingested the mapped list into the Healthier SG-compatible CMS.​​

  • For all remaining drugs (any whitelisted and non-whitelisted that are purchased via MOH specified pharmaceutical companies or private arrangement) in the GP’s existing/new drug inventory, SDD mapping is required (i.e. mapping to be done by clinics) for the purpose of NEHR contribution and auto-computation of price caps.

​1. Will my Healthier SG-compatible CMS be able to auto-compute the subsidy amount and price caps for whitelisted drugs​ when I select the finalised subsidy framework for my Healthier SG enrollee?

  • Yes, as long as Healthier SG GPs have completed all required mapping for the drugs in their existing drug inventory.

2. Is the calculation of the subsidies under the Healthier SG Chronic Tier/existing CHAS Chronic Tier done automatically or I/my clinic staff will have to manually calculate for my Healthier SG enrollee?

  • Yes, the subsidy amount to be claimed will be automatically calculated based on the subsidy framework selected.

  • Do note that the annual dollar subsidy balance remaining for the tier that is not used will be pro-rated to account for the different annual limits and drawn down accordingly. Computation of the remaining annual balances under each subsidy framework will be automatically done backend, according to the subsidy framework selected. Healthier SG GPs can view the remaining balance through MHCP​ or their Healthier SG-compatible CMS.​
