Healthcare Services (HCS) Bill

​MOH will be shifting from a premises-based licensing to services-based licensing framework. 

With this, the new Healthcare Services (HCS) Bill, which is targeted for enactment sometime in 2019, will replace the Private Hospitals & Medical Clinics Act (PHMC). 

The HCS Bill will regulate mainstream healthcare services providers (similar to the PHMCA) and will also expand to cover non-premises based providers such as the ambulance and telemedicine service providers.

Under this bill, all licensees will be required to contribute to the National Electronic Health Records (NEHR) system. 

Only a summary of records will need to be shared (not case notes). The following data sets will be pulled from licensees’ Electronic Medical Record (EMR) or Clinic Management System (CMS):

1. Patient Demographics
2. Events
3. Diagnosis
4. Operating Theatre Notes/Procedures/Treatments
5. Discharge Summary
6. Medications
7. Laboratory Reports
8. Radiology Reports
9. Immunisation
10. Allergies

IHIS will render assistance to all licensees through workshops, clinical support and financial support such as digitisation grants, MOH-funded systems and Early Contribution Incentive (ECI) scheme.
